Expands pioneer vehicle eligibility to include vehicles manufactured before 1936 or restored pioneer vehicles (originally manufactured before 1919 with essential parts replaced to restore original appearance)

Defines "restored pioneer vehicle" as a vehicle originally manufactured before 1919 where replacement parts are only used as necessary to restore original character and substantially conform to fit, form, and function of original parts

Allows owners to apply for replacement titles for vehicles issued Minnesota titles prior to this law that meet restored pioneer vehicle requirements, with fees equal to duplicate certificate of title fees

Requires applicants for restored pioneer vehicle titles to provide manufacturer's year, make, model, and identifying number with supporting documentation such as photographs, vehicle catalogs, or antique car organization certifications

Exempts restored pioneer vehicles from title branding as "reconstructed vehicles" and establishes specific title requirements including original manufacturing year rather than restoration year
