Amends Minnesota Statutes section 85A.04, subdivision 1, to require the Minnesota Zoological Garden to remain open regardless of whether biennial appropriation legislation has been enacted.

Authorizes use of parking and admission receipts deposited in the special revenue fund for zoo operations when biennial appropriations have not been enacted.

Provides that if biennial appropriation legislation has not been enacted by July 1 of odd-numbered years, amounts necessary to operate central accounting, procurement, payroll, and human resources functions are automatically appropriated from the general fund to the Commissioner of Management and Budget.

Specifies that any subsequent appropriation to the Commissioner of Management and Budget for a biennium in which this provision has been applied supersedes and replaces the automatic funding authorization.
