Exempts civil commitments under sections 253B.065, 253B.09, and 253B.095 from Rule 25 assessment requirements while allowing counties to access state funding for chemical dependency treatment.

Establishes a voluntary state-county chemical health navigation program allowing counties to provide nontreatment services (navigator services, peer support, housing assistance up to 90 days, supported employment, and independent living skills) using chemical dependency treatment funds.

Limits navigator program eligibility to residents in participating counties who score at least 3 in two or more dimensions on Rule 25 assessments, have had two treatment episodes in the past two years, and voluntarily participate.

Requires counties to implement approved navigation programs within 60 days of final agreement and either party may discontinue participation with 30 days' written notice; unexpended funds return to the consolidated chemical dependency treatment fund.

Directs the commissioner of human services to develop a comprehensive plan by March 15, 2013, to improve effectiveness and efficiency of chemical dependency services, including identification of methods to reduce duplication and promote evidence-based practices.
