Increases the allowable per diem reimbursement for military marching, color guard, or honor guard unit members from $35 to $50 per participant per diem for events within Minnesota or contiguous states.

Applies to reasonable and necessary expenditures made to support members of military marching, color guard, or honor guard units participating in activities and events within the state or neighboring states.

Exempts mileage reimbursements from the per diem calculation and imposes no aggregate annual limit on reasonable and necessary expenditures for these military unit activities.

Amends Minnesota Statutes 2010, section 349.12, subdivision 25, which defines "lawful purpose" for expenditures of lawful gambling net profits.
