Expands eligibility for burial in Minnesota State Veterans Cemetery to include deceased allied Hmong-American or Lao-American veterans of the American Secret War in Laos, plus their spouses and dependents, to the extent permitted by federal law.

Authorizes the Minnesota commissioner of veterans affairs to designate the chairperson of the Special Guerilla Unit Veterans & Families Development of USA, Inc. to confirm applicant status using the form SGU-DD214.

Defines "allied Hmong-American or Lao-American veteran" as an American citizen of Hmong or Lao ethnicity recruited, trained, and paid by the CIA or other U.S. government agencies during the Vietnam War period (July 1, 1961 – April 30, 1975) to serve in combat or combat support roles.

Recognizes and honors Hmong-American and Lao-American veterans who fought and sacrificed during America's Secret War in Laos alongside U.S. armed forces engaged in the Vietnam War.
