Amends Minnesota Statutes section 477A.011, subdivision 36, to modify city aid base calculations for local government aid payments.

Adds new paragraph (z) effective for aids payable in 2013 and thereafter, providing a $12,000 increase to city aid base for cities with 2010 population less than 100, population growth exceeding 55 percent between 2000-2010, and commercial-industrial percentage greater than 15 percent.

Creates a one-time $12,000 payment for calendar year 2012 only for cities meeting the same eligibility criteria as paragraph (z), with payment schedule and funding from the general fund in fiscal year 2013.

Strikes out previous paragraphs (z), (aa) that addressed specific 2010-2011 aid provisions for certain cities.
