Extends school districts' authority to use prone restraints (face-down positioning) on children age five or older until August 1, 2013, instead of August 1, 2012.

Requires districts using prone restraints to provide staff training lists to the department, report each incident within five working days on a department form, and review medical or psychological contraindications prior to use.

Mandates the department collect and publish prone restraint usage data quarterly on its website and report to legislative education committees by February 1, 2013.

Requires the department to develop a statewide plan by February 1, 2013, to reduce districts' use of restrictive procedures, including measurable goals, needed resources, training, and recommendations for law improvements.

Expands prohibited physical holding practices to include actions that restrict or impair a child's ability to communicate distress, place pressure on the head, throat, neck, chest, or other vital areas, or result in straddling a child's torso.
