Allows counties to adopt ordinances complying with February 4, 2008 subsurface sewage treatment system rules by February 4, 2014, instead of the original deadline.

Prohibits the February 4, 2008 rule revisions from taking effect in a county until that county adopts the revised ordinance.

Requires the Pollution Control Agency to adopt final rule amendments to the February 4, 2008 subsurface sewage treatment rules by April 4, 2011.

Mandates the Pollution Control Agency report to legislative committees by January 15, 2011 on technical rule changes, local ordinance adoption progress, and water resource protection outcomes.

Counties must continue enforcing their current ordinances until they adopt new ones complying with the 2008 revisions.
