Creates the Small Business Regulatory Review Board in the legislative branch to review proposed and existing rules for their impact on small businesses and recommend cost-effective changes.

Board consists of 16 members including six state commissioners (or designees) from employment/economic development, commerce, revenue, health, natural resources, and pollution control, plus 10 legislative and public appointees.

Requires state agencies proposing new rules or amendments affecting small businesses to submit them to the board on the same day as publication in the State Register and include statements on methods considered to reduce small business impact.

Directs agencies to annually review existing rules beginning in 2012 and propose amendments to reduce small business burden, with proposals submitted to the board for consideration.

Becomes effective the day following final enactment.
