Expands gold star license plate eligibility from surviving spouses and parents to also include legal guardians, children, and siblings of those who died honorably in active service, effective August 1, 2011.

Increases vehicle registration renewal filing fees from $4.50 to $6 and other vehicle transaction fees from $8.50 to $10, effective July 1, 2011, with portions allocated to the driver and vehicle services technology account.

Reduces classified driver's license and Minnesota identification card fees by $5 across all categories, and reduces instruction permit, provisional license, and duplicate license fees by $5, effective July 1, 2011.

Makes the driver and vehicle services technology account permanent by removing its June 30, 2012 expiration date and allows the commissioner to apply for and accept federal funding for related purposes.

Expands the scope of veterans homes work therapy programs from canteens, coffee shops, and wood shops to include other work therapy programs, with all profits directed to resident benefits.
