County auditor must notify individuals of voter registration eligibility issues based on records from other public entities and require written reaffirmation of eligibility before registration.

Registration violations that do not result in casting a ballot are misdemeanors; violations where a ballot is cast are felonies; provides affirmative defense if individual requests withdrawal before complaint is filed and does not vote.

Secretary of state receives monthly electronic data from Department of Corrections on individuals currently serving felony sentences or on probation for felony offenses resulting in loss of civil rights, including name, date of birth, address, and identification numbers.

Secretary of state must mail notices at least one month before state general elections informing probationers that registration or voting is a felony offense, and informing discharged individuals that voting rights have been restored.

Absentee ballot applications with correctional facility addresses are rejected and applications must be transmitted to county attorney; Department of Corrections must prevent ballots from being received or mailed to incarcerated felons, effective June 15, 2012.
