Extends the allocation deadline for University of Minnesota renewable energy research funding from July 1, 2011 to July 1, 2012.

Maintains annual $5,000,000 allocation from the renewable development account to the Board of Regents for the Initiative for Renewable Energy and the Environment.

Requires at least 15 percent of annual funds be set aside for qualified projects at rural campuses or experiment stations, with unused set-aside funds reverting to the Initiative.

Eligible activities include renewable energy production, hydrogen development, energy conservation technologies, energy storage, and policy analysis for low-carbon renewable energy adoption.

Defines biomass and renewable energy sources to include hydro, wind, solar, geothermal, and microorganisms as energy sources.
