Requires game and fish licenses under chapters 97A, 97B, and 97C to be available for purchase by electronic transaction regardless of appropriations status.

Authorizes the commissioner to charge a transaction fee not exceeding $3.50 and a convenience fee not exceeding 3% of license cost for electronic bank card payments.

Requires license agents charging credit card fees to post a visible sign at point of payment stating the fee is permitted but not required by state law.

Appropriates money from the game and fish fund and natural resources fund annually to cover electronic licensing system costs, with revenues from fees and commissions covering the system's operation.

Provides that if central accounting, procurement, payroll, and human resources functions lack appropriations by July 1 of odd-numbered years, necessary amounts are automatically appropriated from the general fund to the commissioner of management and budget.
