Appropriates $100,000 in fiscal year 2013 from the general fund to the commissioner of management and budget for developing return on taxpayer investment (ROTI) recommendations.

Study scope includes assessing ROTI initiatives in other states, designing implications for Minnesota, and identifying Minnesota institutions of higher education to provide ongoing nonpartisan ROTI support.

Commissioner must consult with state agencies, counties, legislative staff, higher education institutions, and other stakeholders when developing recommendations.

Recommendations shall focus on ROTI methodology and practices for human services and corrections programs administered and funded by state and county government.

Commissioner must report findings and recommendations to the governor and legislature by November 30, 2012.
