Workers' Compensation Reinsurance Association actions and commissioner of labor and industry actions regarding the association become subject to Minnesota's open meeting law (chapter 15) and Data Practices Act (chapter 13D), effective August 1, 2012.

Board of directors expands from 13 to 14 members, with the addition of one director representing group self-insurers.

Board composition changes to include four directors representing insurers, two representing employers, two representing individual self-insurers, one representing group self-insurers, two representing employees, the commissioner of management and budget, the executive director of the state Board of Investment (or designees), and one public representative.

Self-insurer members of the reinsurance association gain the right to elect directors who represent self-insurers, in addition to insurer members electing insurer representatives.
