Requires retention elections at the first general election after appointment for any county office made appointive, with voters deciding whether to retain the appointed person.

If voters reject retention, the appointee serves only until January 1 following the election, then the county board must appoint a replacement; if approved, retention elections must be held every four years.

Allows Dodge County Board of Commissioners to make the county recorder position appointive by resolution, requiring 80 percent board approval and two weeks of published notice with public comment opportunity.

Permits county voters to petition for a referendum on the recorder appointment within 60 days of resolution adoption, requiring signatures from at least 10 percent of registered voters; if a majority votes in favor, the appointment can proceed.

Allows the county board to revert an appointed position back to elected status after at least three years, with 60 percent board approval and voter approval through a ballot question at a general election.
