Establishes a tuition reciprocity account in the special revenue fund to handle all payments and transfers between Minnesota and states with reciprocal higher education agreements.

Payments received from reciprocal states (Wisconsin, North Dakota, South Dakota) are deposited into the tuition reciprocity account instead of the general fund.

Payments made to reciprocal states are transferred from the tuition reciprocity account rather than directly appropriated from the general fund.

Any balance remaining in the tuition reciprocity account at the end of a fiscal biennium is transferred to the general fund.

Appropriations for interstate tuition reciprocity for fiscal year 2013 must be deposited into the new tuition reciprocity account; effective July 1, 2012.
