• Removes the Design-Build Project Selection Council and transfers its authority to the Commissioner of Transportation to select, evaluate, and support county and municipal transportation projects for design-build contracting.

• Authorizes the Commissioner to select projects each calendar year for the design-build program without the previous limit of 15 total projects (with restrictions on county versus municipal projects).

• Requires the Commissioner to concur in the Request for Qualifications (RFQ) and Request for Proposals (RFP) prior to solicitation.

• Changes the program effective date from expiring October 1, 2012 to expiring upon completion of nine design-build projects, allowing continued program operations beyond the original sunset date.

• Removes the requirement for annual legislative reporting by the council and eliminates council membership structure and administrative provisions.
