Establishes a voluntary mental health certification program for adult foster care homes licensed under Minnesota that serve people with mental illness, where the home is not the primary residence of the license holder.

Requires all staff to complete at least 7 hours of annual training covering mental health diagnoses, crisis response and de-escalation, recovery practices, treatment options, medications and side effects, co-occurring conditions, and community resources.

Mandates that a mental health professional or practitioner be available for consultation, a mental health crisis protocol be in place, and Individual Placement Agreements include clinical service provider information and crisis prevention plans.

Certification is requested by license holders through county licensing agencies, which forward recommendations to the commissioner of human services; certification appears on licenses and the commissioner's public website.

County licensing agencies review ongoing compliance at each licensing review, and the commissioner removes certification if requirements are not met; denials and removals are not subject to appeal.
