Requires electrical inspections to continue during government shutdowns by restoring the previous fiscal year's appropriation amounts at base level when an appropriations bill is not enacted before July 1 of odd-numbered years.

Authorizes funding for continued electrical inspections through July 1 of the odd-numbered year using amounts recovered from electrical inspection fees.

Increases appropriations for Labor Standards and Apprenticeship from $1,846,000 to $3,346,000 annually in both fiscal years.

Increases general fund appropriation from $817,000 to $2,317,000 annually and adds $1,500,000 each year to reimburse the Construction Codes and Licensing Division for transfers from the inspections fees account.

Maintains $1,029,000 annual appropriation from the Workforce Development Fund for apprenticeship programs, labor education grants, and prevailing wage enforcement.
