Amends Minnesota Statutes sections 383E.17 and 383E.18 to clarify powers and jurisdiction of the Anoka County Housing and Redevelopment Authority.

Grants the Anoka County Housing and Redevelopment Authority all powers and duties of a county authority under sections 469.001 to 469.047 and related law.

Establishes that the county authority has jurisdiction over all Anoka County territory except in municipalities with existing housing and redevelopment authorities established on or before May 3, 2011.

Requires local governing body approval of all housing and redevelopment projects undertaken by the Anoka County Housing and Redevelopment Authority, including approval of project location.

Effective date is the day after Anoka County and the Housing and Redevelopment Authority governing bodies complete compliance with Minnesota Statutes section 645.021, subdivisions 2 and 3.
