Simplifies de minimis wetland exemptions by reducing types from 8 categories to 3, eliminating separate provisions for the 11-county metropolitan area and streamlining threshold amounts for different wetland types and areas.

Modifies wetland replacement requirements for cultivated fields to eliminate the deed restriction requirement, allowing restoration-only replacement without mandatory restrictions on nonagricultural conversion for 10 years.

Establishes authority for the Board of Water and Soil Resources to create, sponsor, and administer a wetland banking program allowing monetary payments for impacts to wetlands on agricultural land, in greater than 80 percent areas, and for public road projects.

Authorizes the Board of Water and Soil Resources to adopt rules establishing a program to regulate discharge of dredged and fill material to obtain EPA approval for administering Section 404 of the federal Clean Water Act.

Allows local government units to make on-site sequencing determinations without written alternatives analysis for projects draining or filling no more than 10,000 square feet beyond applicable thresholds.
