Appropriates $22,167,000 for fiscal year 2013 and $23,314,000 for fiscal year 2014 to the Minnesota State Arts Board for arts, arts education, and arts access programs.

Allocates funds across four categories: Arts and Arts Access Initiatives ($17,003,000 first year, $18,150,000 second year), Arts Education ($3,276,000 each year), Arts and Cultural Heritage ($1,073,000 each year), and Administration ($815,000 each year).

Requires 30 percent of appropriated funds in each category be distributed to regional arts councils based on regional population, overriding existing Minnesota Statutes section 129D.045.

Permits use of Arts and Arts Access funds to pay attendance fees and travel costs for youth visiting arts activities, or to bring artists to schools, libraries, and community centers for teaching and performance.

Effective July 1, 2012, applying to the fiscal year 2013 appropriation.
