Removes exemption for Minneapolis civilian police review authority from Minnesota's uniform police procedures, making the authority subject to the same rules as other law enforcement agencies and government units

Prohibits civilian review boards, commissions, or oversight bodies from making binding findings of fact, determinations on complaints, or imposing discipline on police officers

Allows civilian review bodies to make advisory recommendations regarding complaint merits, but these recommendations are non-binding and do not limit the authority of the chief law enforcement officer

Effective date of August 1, 2012 for both amendments to Minnesota Statutes section 626.89
