Requires charter schools in their first three years of operation to receive 90 percent of state aid payments in equal amounts across all 24 payment dates, regardless of the current year aid payment percentage.

Charter schools not in their first three years of operation continue to receive aid payments in 16 equal installments from July through February when the aid payment percentage is less than 90 percent.

New subsection (h) establishes that during a charter school's first three years of operation, the current year aid payment percentage equals 90 percent.

Charter schools in their first three years must submit quarterly enrollment reports to the Department of Education listing students by grade, start and end dates, and learning year program hours within two weeks of each calendar quarter's end.

Effective for fiscal year 2013 and later.
