Requires at least 40 percent of annual spending from the arts and cultural heritage fund to be spent on programs that directly benefit children enrolled in public and nonpublic schools

Mandates that all funded projects and programs include measurable outcomes and plans for measuring and evaluating results

Requires state agencies and other recipients of direct appropriations to submit project information to the Legislative Coordinating Commission by January 15 of the applicable fiscal year or as soon as practicable

Specifies that all arts and cultural heritage fund money must be for projects located in Minnesota and must benefit all regions and residents of the state

Effective for aids payable for fiscal years 2014 and later
