Removes language discouraging water diversions from Minnesota to other states or regions, allowing such diversions to proceed under existing permit standards.

Expands water diversion permit requirements to include sales of water (in addition to diversions) exceeding 2,000,000 gallons per day average in a 30-day period outside the state or basin of origin.

Requires legislative approval for any water diversion or sale exceeding 2,000,000 gallons per day, based on three criteria: the diversion/sale is reasonable, not contrary to conservation of state waters, and not detrimental to public welfare.

Adds new subdivision 2a to section 103G.265 establishing the specific legislative considerations required when evaluating diversion and sale proposals.

Effective immediately upon final enactment.
