Updates national standards reference for school bus construction and design from 2005 to 2010 edition of National School Transportation Specifications and Procedures for types A, B, C, D buses and multifunction school activity buses.

Changes applicability date for new standards from December 31, 2007 to December 31, 2012 for school buses manufactured after that date.

Adds requirements for auxiliary fans on school buses manufactured after December 31, 2012, including minimum six-inch diameter fans with protective cages, placement to avoid obstructing vision, and individual switch controls.

Establishes standards for video/mobile surveillance camera placement on buses manufactured or retrofitted after December 31, 2012, requiring mid-bus cameras to be parallel to seat backs with maximum three-inch outward extension and located within 24 inches of top of side window.

Modifies seat and crash barrier requirements to remove prior specifications regarding minimum cushion depth, seat back height, and Federal Motor Vehicle Safety Standard compliance.

Repeals Minnesota Statutes 2010, section 169.454, subdivision 10, which previously established standards for type III vehicles used for transporting students.
