Allows persons 55 years old and older to retake the original course or take a refresher course every three years to remain eligible for insurance premium reductions.

Enables persons 58 years old and older to reinstate premium reduction eligibility by successfully completing a retake of the original course or refresher course more than three years after losing eligibility.

Requires the Department of Public Safety to establish criteria for issuance of course completion certificates.

Takes effect the day following final enactment and applies to persons completing the refresher course on or after the effective date.
