Requires employers subject to the Minnesota Human Rights Act to post a notice in a conspicuous and easily accessible workplace location informing employees of their protections under the Act.

Extends the validity period of certificates of compliance from two years to four years for businesses with more than 40 full-time employees seeking state contracts exceeding $100,000.

Increases the filing fee for certificates of compliance from $75 to $150 per certificate issued by the commissioner.

Deposits all filing fee proceeds into a human rights fee special revenue account, with funds appropriated to the commissioner for issuing certificates and investigating grievances.
