Requires all negotiations between senate and house members or staff of a conference committee to be open to the public from the time the committee is appointed until disbanded.

Mandates that meetings between the majority leader of the senate and the speaker of the house to set budget targets or negotiate the state budget be open to the public.

Requires meetings between the governor and specified legislative leaders (majority leader of senate, speaker of house, minority leaders, or committee chairs) regarding budget targets or state budget negotiations to be open to the public.

Amends Minnesota Statutes 2010, section 3.055, subdivision 1, to add these public openness requirements to existing legislative meeting transparency provisions.

Takes effect the day following final enactment.
