Establishes a voluntary advisory inspection process allowing persons to request state agency inspections for compliance purposes, with agencies required to conduct them except when a regular inspection is scheduled within 90 days or already noticed within 45 days.

Agencies must notify requesters in writing within 10 days of any findings that could result in fines or penalties, and persons have 60 days (or applicable chapter 177 timeframes) to correct violations without penalty if they notify the agency of corrections.

Limits persons to one advisory inspection per calendar year from the same agency and prohibits requests after a violation has been determined and penalties assessed until those penalties are paid or settled.

Allows agencies to charge fees covering inspection costs, with revenue deposited to non-general funds and appropriated back to the agency; prohibits adding staff before July 1, 2013, and thereafter only if demand and fee revenue justify it.

Excludes criminal penalties, fraud, situations endangering human life, repeated willful violations, vehicle weight violations, the Department of Revenue, Workers' Compensation Division, and various healthcare and financial institutions from the advisory inspection process.
