Allows hunting of coyotes from aircraft under special permits issued by the commissioner without a fee, for purposes of controlling coyote populations to protect livestock, domesticated animals, crops, and human life.

Permits the commissioner to designate specific areas where aircraft hunting is allowed, limit the number of permit holders, and establish bag limits if necessary to prevent overharvest.

Requires the commissioner to use an impartial selection method, including a drawing if necessary, to select hunters when limiting the number of aircraft hunting permits.
