Requires a 30-day notice of intent to annex be published in the official newspaper of the affected township, in addition to certified mail notice to the township clerk.

Allows a town or city to request a referendum on a proposed annexation if a petition is signed by at least 20 percent of voters from the most recent applicable election, with the request submitted within 20 days of a joint informational meeting.

Establishes a referendum process where both the city and town must approve annexation by at least 75 percent voter support, with the referendum scheduled to coincide with state or local elections when timing allows.

Prohibits resubmission of annexation petitions covering 25 percent or more of the same land for three years following a voter rejection of an annexation.

Requires that the chief administrative law judge cannot issue a final annexation order unless the affected town adopts a resolution requesting it and all property owners in the area to be annexed submit a request for the final order.
