Amends Minnesota Statutes section 473.123 to change Metropolitan Council member terms from aligning with the governor's term to fixed four-year terms.

Establishes staggered terms by having half of the initial appointments following each apportionment serve two-year terms based on odd or even-numbered districts, depending on whether the decade is odd or even-numbered.

Members from odd-numbered districts serve initial two-year terms in odd-numbered decades (while even-numbered districts serve four years), and this pattern reverses in even-numbered decades.

Effective January 1, 2013, with council members from odd-numbered districts' terms ending January 7, 2013, requiring the governor to appoint replacements for four-year terms ending the first Monday in January 2017.

Applies only to the seven-county Metropolitan Council area: Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties.
