Appropriates $500,000 from bond proceeds fund to the Commissioner of Employment and Economic Development for a grant to the city of South St. Paul for predesign and design of a floodwall extension.

Floodwall extension project covers the west shore of the Mississippi River from the area of Interstate Highway 494 to the southern border of South St. Paul, including preliminary engineering evaluations to determine environmental impact, location, and design features.

Funds are not available until the Commissioner of Management and Budget confirms that an equal amount ($500,000) is committed to the project from nonstate sources.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $500,000 to provide the appropriated funds, according to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Effective the day following final enactment.
