Amends Minnesota Statutes section 135A.25, subdivision 3, regarding educational strategies at public postsecondary institutions.

Requires public postsecondary institutions to convene and sponsor meetings and workshops at least annually to provide educational strategies for reducing course material costs.

Mandates that institutions consider recommendations from the Minnesota Office of Higher Education and other studies when developing educational materials.

Requires consideration of cost reduction methods including educational technological advances and changes in course material pricing, distribution, and licensing practices.

Applies educational strategies to faculty, students, administrators, institutions, and bookstores to inform all interested parties on reducing student course material expenses.
