Allows appointing authorities to make noncompetitive appointments of disabled veterans to vacant positions in the classified service.

Requires the disabled veteran to have a disability rating of at least 30 percent from either the U.S. Armed Forces permanent disability list or the Department of Veterans Affairs.

Requires the disabled veteran to present written federal certification of disability issued within one year preceding the appointment.

Requires the appointing authority to determine that the disabled veteran meets the minimum qualifications for the vacant position.

Exempts appointing authorities from interviewing other candidates if they elect to appoint a disabled veteran under this noncompetitive process.
