Amends Minnesota Statutes section 116.07, subdivision 4j, to require local approval before the state issues permits for new or expanded disposal facilities.

Prohibits the Pollution Control Agency from issuing a permit for a new disposal facility or expansion of an existing disposal facility until all required local approvals have been granted.

Maintains existing requirements that counties using the facility must have approved solid waste management plans and that facility capacity must be consistent with identified needs in those plans.

Requires waste incineration facility permit applications to include preliminary plans for ash management, ash leachate treatment, or ash utilization.

Establishes a 30-day timeline for the commissioner to notify applicants whether permit applications are complete and a 180-day timeline for the agency to approve, disapprove, or delay decision on completed applications.
