Raises the filing fee for claims submitted to the joint senate-house Subcommittee on Claims from $5 to $20, with successful claimants reimbursed for the fee.

Renumbers and consolidates exclusions from state liability in the claims statute, removing outdated provisions related to patient and inmate property losses.

Makes all amendments effective July 1, 2011.
