Designates gold and silver coin as legal tender in Minnesota to the full extent permitted by the U.S. Constitution (Article I, Section 10, Clause 1 and the Tenth Amendment).

Allows any person to use gold or silver coin to pay any debt; if a debt specifically requires gold or silver coin payment, courts must enforce payment in that form.

Permits parties to mutually agree to modify existing debts to allow payment in gold or silver coin at an agreed-upon exchange rate by formal addendum.

Exempts transactions involving the exchange of gold or silver coin for other legal tender from all state taxes, including sales, excise, income, capital gains, and gross receipts taxes.

Subjects any state official or employee who attempts to tax or assess charges on gold and silver coin transactions to civil liability of 100 times the amount in dispute, plus attorney fees and court costs, payable in gold or silver coin with no state reimbursement allowed.
