Extends the closure date of the Community Behavioral Health Hospital-Willmar from March 31, 2012 to June 30, 2014.

Increases the general fund base by $1,000,000 in each of fiscal years 2014 and 2015 to support continued operations.

Authorizes transfer of up to $599,000 from miscellaneous accounts associated with closed regional treatment centers to the state-operated services account.

Appropriates $500,000 in fiscal year 2012 and $1,000,000 in fiscal year 2013 for housing and other supports for persons with mental illness and complex conditions, with $1,000,000 base level funding annually for 2014-2015.

Allows appropriated funds for state-operated services to be transferred between fiscal years of the biennium with approval from the commissioner of management and budget.
