Require school districts to provide one-time CPR and automatic external defibrillator instruction to all students in grades 7-12 beginning in the 2014-2015 school year, with instruction no longer needing to result in certification.

Mandate that CPR and AED training must include hands-on psychomotor skills practice and be developed by the American Heart Association, American Red Cross, or use nationally recognized evidence-based guidelines.

Allow school districts to use community members such as EMTs, paramedics, firefighters, and police officers to provide CPR and AED instruction, with the Minnesota Resuscitation Consortium required to provide resources upon request.

Permit school administrators to waive the curriculum requirement for high school transfer students, absent students, or students with disabilities.

Strike requirement that school districts allocate portions of reserved staff development revenue to school sites on a per-teacher basis (50%), district-wide efforts (25%), and grants for best practices (25%), effective July 1, 2012.
