Expands eligibility for safety officer survivor education benefits to include graduate degree or certificate programs, in addition to existing undergraduate programs.

Changes benefit eligibility duration from a specific limit of nine semesters or a baccalaureate degree to the maximum duration specified in subdivision 4 of the statute.

Sets graduate program tuition maximum at the same level as the state grant program maximum for four-year undergraduate programs.

Defines full-time enrollment for graduate programs as eight or more credits per term or equivalent.

Effective date of July 1, 2012 for the amendments to Minnesota Statutes section 299A.45.
