Amends Minnesota Statutes section 169.79, subdivision 6 to require two license plates on motor vehicles, with one plate displayed at the front and one at the back, mounted on bumpers or designated exterior locations.

Establishes a $20 fine for violations of the license plate placement requirements.

Amends Minnesota Statutes section 357.021, subdivision 6 to exempt violations of the license plate placement rule from the $75 criminal and traffic offense surcharge.

Both amendments become effective August 1, 2012, and apply to violations committed on or after that date.
