Appropriates an unspecified amount from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Joseph to predesign, design, construct, furnish, and equip a regional community center.

Funds become available only after the commissioner of management and budget confirms that an equal amount has been committed from nonstate sources to complete the project.

Authorizes the commissioner of management and budget to sell and issue state bonds in an unspecified amount to provide the appropriated funds, following procedures in Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
