Appropriates $6,000,000 from the general fund for rate years beginning October 1, 2012, October 1, 2013, and October 1, 2014 to nursing facilities for electronic health record adoption and implementation.

Rate adjustments apply from October 1, 2012 through September 30, 2015 and cover allowable expenditures including hardware, software, consulting fees, staff training, and related building improvements.

Nursing facilities may request up to $75,000 annually by submitting actual or estimated technology investment costs to the commissioner by July 15 prior to each rate year.

Commissioner calculates individual facility rate adjustments by dividing allowable project costs by resident days from the most recent cost report, with pro rata allocation if total requests exceed available funding.

Appropriates $1,000,000 in fiscal year 2013 for grants up to $50,000 per organization to elderly waiver program providers for health information technology adoption, with award amounts based on requested funding multiplied by the organization's percentage of Medicaid revenue in 2011.
