Enacts the Uniform Electronic Legal Material Act as Minnesota Statutes chapter 3E, establishing standards for electronic publication of state legal materials.

Designates the revisor of statutes as the official publisher for the Minnesota Constitution, Laws of Minnesota, Minnesota Statutes, and Minnesota Rules.

Requires official publishers of electronically designated legal materials to authenticate records, preserve and secure them, and ensure permanent public access.

Establishes that authenticated electronic legal material is presumed accurate, with the burden of proof on parties contesting authenticity by preponderance of the evidence.

Applies to legal material first published electronically on or after January 1, 2014, and requires official publishers to consider standards from other jurisdictions and national standard-setting bodies.
