Allows St. Cloud area cities (St. Cloud, St. Joseph, Waite Park, Sartell, Sauk Rapids, and St. Augusta) to use local sales and use tax revenues for capital or administrative costs of approved regional projects including airport, transportation, community/aquatics centers, libraries, and parks.

Expands allowable use of tax revenues to include projects approved in referendums that extend the tax, not just the original authorizing referendum.

Permits cities to extend the local sales and use tax through December 31, 2038 if approved by voter referendum held by November 6, 2018, instead of the original December 31, 2018 expiration date.

Limits use of revenues for each project to the specific amount authorized in the enabling referendum.

Takes effect the day after each city's governing body complies with Minnesota Statutes section 645.021, subdivision 3.
