Establishes a new source of state aid called "general education disparity aid" for school districts and charter schools with per pupil general education revenue below 87 percent of the statewide average.

Disparity aid calculation for fiscal year 2014 and later equals a district's pupil units multiplied by the difference between 87 percent of statewide average revenue per pupil and the district's own revenue per pupil.

Defines "general education revenue" as the sum of general education revenue under section 126C.10 and referendum revenue under section 126C.17, using adjusted marginal cost pupil units.

Adds general education disparity aid as a component of total general education aid beginning in fiscal year 2014, alongside existing aid types including operating capital aid, equity aid, and referendum aid.
